Phase II of the Snow Emergency Plan Goes Into Effect on Saturday
Vehicles parked along these designated routes will be ticketed and relocated
In preparation for the storm, the City of Baltimore will be implementing Phase II of its Snow Emergency Plan so that crews can provide more efficient snow operations.
Beginning at 12 noon on Saturday, January 24, 2026, Phase II of the city’s Snow Emergency Plan will go into effect. This means:
Vehicles parked along snow emergency routes after 12pm Saturday will be ticketed and relocated. Residents whose vehicles have been towed should call 3-1-1 for relocation information.

Baltimore City Residents Urged to Park in City-Owned Garages During This Weekend's Storm
City residents can park in eight garages to allow City to more easily plow streets
Due to the extreme severity of the impending snow emergency, the Parking Authority of Baltimore City urges Baltimore City residents to relocate their cars inside City-owned parking facilities. Parking is free in these garages effective Saturday, January 24, from 12:00 PM (Noon) until Monday, January 26, at 7:00 PM. These times may be extended based on conditions and monthly contract parking obligations.
Parking is available on a first-come, first-served basis, and is not guaranteed.

Baltimore City Residents Can Park in Select School Parking Lots During This Weekend's Storm
To provide residents with alternative parking options during the Phase II snow emergency,
parking will be available at select city schools equipped with parking lots. Residents who utilize these lots must remove their vehicles by Monday, January 26, at 7:00 PM.
Parking is available on a first-come, first-served basis, and is not guaranteed.

Charm City Circulator and Harbor Connector Service Modifications
The following service modifications will be in effect for the Charm City Circulator and possibly Harbor Connecter (HC) service due to this weekend’s winter storm:
Street Sweeping Service Disruption
Due to the forecasted cold temperatures, all street sweeping routes are canceled for the remainder of the week. Parking enforcement related to street sweeping will also be suspended during this period. Services will resume when weather conditions allow safe and effective operations.
